Checks if Space Dimension of the first Db is at least equal to the Space dimension of the second Db

Returns
Error return code (1 for correct and 0 otherwise).
If an error is found, a message is issued
Parameters

Remarks
This function checks that the we can perform an operation
(i.e. migration) of a 2D data set onto a 3D one.
The opposite is not correct.
